Regeneration of Arbroath Harbour

There is a section of text which has been laid on to the harbour plan which provides information about the regeneration of Arbroath Harbour project. "Since the loss of the main fishing industry in Arbroath the harbour, which at one/ time created a hub of activity with a major fishing fleet and boat - building yards, has/ fallen into decline/ Phase 1 of the regeneration proposals comprises a new building containing a Tourist/ Information Centre with associated Cafe, Office, Public Toilets, Delicatessen and/ a Restaurant with panoramic views of the harbour, the beach and the open space/ to the West./ Fortunately the surrounding residential and commercial interests have retained a/ semblance of the fishing community and to further these activities a regeneration/ of the inner dock is proposed./ New lock gates have been installed and a small marina is to be created within the/ inner dock to provide leisure berthing as a permanent feature./ Phase 2 will incorporate a fish market with a smoke-house/ interpretative area/ where visitors can follow the whole process from areas for smoking the fish through/ to retail outlets/ ROY CLARK, Baxter Clark & Paul (Dundee) Ltd." In a telephone conversation with the Collections Assistant on 07/12/2007 Robert Black providede the following information on the project and diploma work. The project was initally proposed in early 2000 with Baxter, Clark and Paul working with a private developer. The project was then taken over by Angus Council. The main instigator and director of the project was Roy Clark of Baxter, Clark and Paul and Robert Black who was a partner in the practice at the time (having joined the practice in 1960) was involved in the early design stage and executed the sketches on the diploma work and the perspective drawing. He worked over the CAD drawings with pastel, pencil and some watercolour. The restaurant and visitor centre at Arbroath Harbour opened in summer 2007 but as of late 2007 many of the commercial units are still empty. A number of the design proposals depicted in the Diploma Work were also not reailsed due to lack of council funds, for example the visitor centre was supposed to have a gallery space upstairs. In 2004 the Baxter, Clark and Paul practice exhibited a board entitled 'Regeneration Proposals of Arbroath Harbour' at the RSA and Robert Black's Diploma Work is a section of this board.
